Does it matter what police officers have consumed before use of deadly force?

Many people suppose that “roid rage” or uncontrolled aggression is a normal unexpected symptom which appears in steroid users. Furthermore, several people think that it is even impossible to prevent this unwanted result, if you take steroids. Nevertheless, it is not proven scientifically that it is a real unexpected consequence of anabolic steroids. But even if we suppose that it exists, it can appear just in small number of steroid users.

It has been proposed to introduce certain new laws. The politician Lew Frederick has made the same proposal in Oregon House of Representatives. Those police officers that have applied deadly force will be investigated, tested for several drugs and their mental health will be also evaluated.
Actually, it is not clear why police officers that are involved in deadly force will be tested for steroids. Can usage of steroids prove that use of deadly force was unjustified? Is it claimed that steroids due to aggressiveness may make police officers unable to make fair decisions?
Investigation team is a reasonable idea for police officials who use deadly force. But administration of steroids is not to be taken in consideration here. Positives or negatives for steroids can’t define whether deadly force has been used appropriately or not. It doesn’t matter a police officer has taken steroids, aspirin or just drunk juice.
